The Gypsy is in the peculiar position of mostly being described on the internet in pictures. No one has anything bad to say about it, and it's certainly cute as a button. It was the subject of an article in Popular Mechanix back in the day.
You can get plans for the Gypsy from the Vintage Ultralight Association, who also provide plans for several other homebuilt ultralights. It was designed by John Chotia in the late 70's / early 80's, and has only recently become available again.

The Gypsy is a refinement of an older design, the Woodhopper. The flying qualities of these planes suit the type of person who simply wants to get into the air and not go anywhere particularly fast. All the wires make these planes quite draggy and slow. It looks like maximum speed is in the 45mph range. Of course the stall speed is rediculously slow... EAA chapter 292 built one as a chapter project a few years ago off a set of
factory prints. It flew with a Chotia 460 engine. It flew amazing good but
had very slow aileron response due in part to the 5 degrees of dihedral and
the way they were rigged in the original design. There were pictures of it
in Sport Aviation I believe the August edition. If I were to do it again I
would change the wing rigging and the way the ailerons are actuated. The
aircraft will have a cruise of 45+ with no problem and the stall speed is
below 25 mph. We installed brakes and had a airspeed and fuel gauge for
instruments and had and all up weight of 238 lbs. The big wing on this craft
was the secret of its success making it able to fly with such a small engine
and 42 inch prop. Takeoff was about 100 feet and landings about the same.
Climb was the limiting factor because of engine and prop combination. I
personally would not put a large engine on this plane without replacing the
fuselage tube to 3inches to take the place of the 2 1/2 inch one. For
